Opportunity to Tender: Impact and Evaluation of Public Library Services in East of England

Public libraries are a core part of the UK’s social infrastructure, connecting communities with public services, health, education and supporting communities to interact and thrive - and as such they will be critical to the success of any levelling up and social development agendas.

We know the benefit public libraries can have on individuals and their lives and want to grow the evidence base for this in the East of England. The library services are collectively funding this piece of research with support from Arts Council England. 

We are looking for an expert individual or agency who can lead research on the social value of libraries in three key areas:

  • Digital Inclusion
  • Health, wellbeing and independent living
  • Children’s literacy and associated outcomes

The aim is to provide a credible, replicable, and recognisable methodology and final report that is able to articulate the impact of social engagement with public libraries, providing figures and assessments for return on social investment and supporting the case for pan-public sector developments. 

The output will be a report that can be used with key partners and stakeholders, funding bodies and commissioners working in the local area demonstrating the social value of public libraries. 

The total value for the work is £80,750 including VAT, travel and expenses.

Deadline for submissions is 5pm on Monday 20 June 2022.
