Workforce Development and Skills

Our Workforce Development and Skills programme is dedicated to building the future skills of the public library workforce, contributing to stronger, more resilient library services. A core component of this programme is our leadership pathway, designed for personal and professional development. This pathway includes a mentoring scheme to build resilient, strong, and well-supported leaders who can thrive in a rapidly changing environment, and a new leadership programme currently in development focused on leadership at all levels of the workforce, income generation, and using data for advocacy.

In partnership with CILIP, we are co-creating a comprehensive Public Libraries Skills Strategy that will provide a practical roadmap for ensuring the library workforce has the skills and expertise needed to meet the evolving needs of our communities. This strategy will provide practical resources, support, and tools to facilitate ongoing staff development.

We are also developing a volunteering strategy for public libraries, building on the success of the Know Your Neighbourhood project. This strategy will highlight how volunteers strengthen library services, complementing the work of paid staff and contributing significantly to community cohesion.

Our commitment to equality, diversity, and inclusion is embedded across all aspects of our Workforce Development programme.
